The following is taken in part from the Safe Kids CPS Certification and registration web site. Policies and procedures found on the Safe Kids site will stand in the event of a discrepancy between it and information found on buckleupnc.org.


Class Fees

What is the fee for the certification class?

The class fee for the certification courses is $75, excluding any applicable late fees. The class fee includes certification of the individual as a CPS technician for two years upon successful completion of the course.

North Carolina has no authority regarding the amount of the basic class fee or other fees charged by the Safe Kids certification program for late registrations, cancellations, or substitutions.

Why do some classes have additional fees?

Local host agencies may charge their own separate class registration fees to help defray costs for conducting the classes. Safe Kids will not accept additional local fees. All local fees, if any, must be paid directly to the local agency.

Some classes in North Carolina are run through local Community Colleges in order to help cover payment for the services of the Instructors. Unless the local Community College agrees to waive tuition fees for all participants, an additional Community College tuition fee - usually $120 - must be paid by anyone not involved with fire services, law enforcement, or EMS.

Students required to pay the Community College tuition fee must pay the fee on the first day of class. The Safe Kids Certification program will not accept additional local fees. Additional questions about payment of these fees should be directed to the Community College that serves the County in which the class is being held.

Are there any fees for NC Update/Refresher, Basic Awareness or "Special Needs" classes?

In general there are no class fees for North Carolina update/refresher classes or CPS basis awareness classes. Individual sponsoring organizations may charge a registration fee and, if so, this information should be included with any information they provide about the class.

Are scholarships available to attend classes in North Carolina?

The North Carolina Governor's Highway Safety Program (GHSP) is offering a limited number of scholarships to help students with travel expenses (limited to lodging and meal expenses for overnight stays) for GHSP sponsored or co-sponsored certification classes. These scholarships are administered by and available through the NC Department of Insurance, Office of State Fire Marshal (OSFM).

The notation of "Limited Scholarships are available for this class" in the class schedule does not guarantee that scholarships are still available for a particular class. Scholarship Eligibility Criteria

Eligibility criteria for these scholarships are that:

  1. The training class must be located at least 35 miles from the individual’s regularly assigned duty station or home, whichever is less;
  2. The travel must involve an overnight stay; and
  3. Travel expenses are not available through the student’s agency.

Unless the applicant is retired, self-employed or unemployed, the signature of the applicant’s supervisor is required for confirmation that the applicant meets these criteria.

What the Scholarships Cover and How Expenses are Reimbursed

Meals and lodging will be reimbursed at State of North Carolina rates in effect at the time of the class. As of July 1, 2011 these rates are: Hotel: 63.90 + tax, Breakfast: $8.00, Lunch: $10.45, and Dinner: $17.90.

Allowable expenses will be reimbursed after the class, after a reimbursement request form has been completed (with all required receipts attached), and after your attendance for the entire class is confirmed by OSFM. Note also that in accordance with State of NC travel reimbursement guidelines, meals cannot be reimbursed unless an overnight stay is involved.

What the Scholarships DO NOT Cover:

NC CPS Technician certification training class travel scholarships do not cover class registration fees (Safe Kids CPS certification class fee and any applicable local fees), mileage for personal or agency vehicles, or any other costs associated with attending a CPS certification training class.

If Awarded a Scholarship

  • You will receive an e-mail confirmation with additional reimbursement information.
  • You will be responsible for making your own hotel reservation, paying for your room and meals, and keeping your receipt for lodging with a $0.00 balance.
  • You will be responsible for registering and paying for the class through the Safe Kids CPS Certification website cert.safekids.org before the first day of class.
  • An individual on scholarship who does not pass the certification class can be reimbursed for expenses for that class, but will not be eligible for another scholarship for another class.
  • Scholarships approved by OSFM are valid only for the class for which it is approved. If your registration is transferred to another class for any reason, you must submit a revised scholarship application.

Class Registration

How do I register for a CPS Technician Certification class?

All registrations for certification and Renewal classes must be made using the Safe Kids Certification online system.

Additional details and registration information is available through the Be a Tech section on the Safe Kids CPS Certification site. The Certification site has detailed information on the registration process, fees, and instructions on how to register for a class. The schedule of North Carolina Certification Renewal classes can be found at NC CPS Training Schedule

Payment for class fees can be made online with a credit/debit/check card or by mail with a check, purchase order or money order. Registrations for public courses are not complete and a seat will not be held until registration and payment is received.

Basic Steps in the Registration Process

Go to the Safe Kids Certification site at cert.safekids.org.
Click on "Find a Course" found on the right side of the page. This will take you to the Safe Kids Online Services - Login page. If you have used this site before, enter your user name and password to log in. If you have not used the system before, use the "New Signup - Please click here if you have never registered with Safe Kids before" feature.

New signups must create a profile before being able to register for a class. Choose REGISTER FOR A COURSE from the action items list in your profile. Search for certification courses in your area. Enter the "SK ID" class number of the class you are most interested in (found in the list of North Carolina classes).

When searching for the class you want to register for, be sure to check the "Also Show Invitation Only/Controlled Courses" box if it is a controlled class. Controlled classes are not displayed unless this is checked. Refer to What is the difference between a controlled class and a public class? below for additional information about "public" vs. "controlled" classes.

Click the "Select" button beside the class listing to view details for the class. Then choose REGISTER FOR THIS COURSE on the course details page.
Confirm your registration and contact information. If you need to make changes, please update your profile prior to continuing or click COMPLETE THE REGISTRATION PROCESS.

You will then have the option to either continue and pay online with a credit/debit/check card or print out a pre-filled registration form and submit it with a check, purchase order or money order. The mailing address, fax number and phone number for submitting registrations can be found on the registration form.

Persons who choose to pay by check or purchase order through the mail may lose their seat to the first person who registers and pays with a credit/debit/check card.

Note that regular student registration closes 10 calendar days before the start date of the course. Any paper registrations received after this date will be charged a $10 late fee. All late fees will be waived for individuals completing the registration and payment process online using a credit/debit/check card.

Student spaces for CPS Certification classes are limited and will be filled as received. Registration confirmations will be sent out via email through the Safe Kids registration system. Additional class details will be provided to the registrants by the Lead Instructor or class administrator as far in advance of the classes as possible.

What is the difference between a controlled class and a public class?

Courses registered through the Safe Kids site can be either public or controlled. Public courses are open to all individuals without restriction (other than class size) while controlled courses are open only to those approved by the lead instructor or course administrator. Unless otherwise noted in the schedule of classes, all certification classes sponsored or co-sponsored by the State of North Carolina are public classes with open registrations.

Can I pay for multiple registrations at once?

Organizations can register with the Safe Kids Certification program to be able to allow their affiliates/members to pay fees online with a purchase order or E-voucher (credit). Organizations are able to track the certifications of their affiliates/members by viewing their contact and certification information and are able to use the organization's purchase orders or E-vouchers to pay online for course registration, re-certification or instructor candidacy. How do I register for a Certification Renewal class?

Technicians whose certifications have expired are eligible to take the 8-hour Certification Renewal Course. All registrations for Certification Renewal classes must be made using the Safe Kids Certification online system.

All formerly certified individuals already have an online profile. You cannot register for this course if you create a new profile, so call customer service (toll free 877-366-8154 - available M-F, 9 a.m. - 7 p.m. ET, excluding federal holidays) if you do not know your log-in information (username and password). Customer service can also answer questions about the registration process and payment.

This is NOT an update/refresher class. This course is meant for expired CPS Technicians who have maintained their child passenger safety knowledge and their hands-on skills. It is expected that students attempting to renew their certifications stayed involved in CPS programs and activities, have kept up with changes in the field by reading technical updates, attending other CPS classes, and working with non-expired technicians to keep their installation skills current, but who - for one reason or another - allowed their certifications to expire.

Individuals who do not meet these criteria should not expect to pass the Certification Renewal course. Persons who need more review and practice should consider retaking the national certification course in order to regain certification.

The North Carolina CPS Technician Update/Refresher training class is to designed to provide continuing education to currently certified CPS Technicians and Instructors. The Update/Refresher class provides Technicians with reviews of technical information related to occupant restraints. Refer to the Update/Refresher Class Schedule for upcoming classes.
